One presumes you are setting up IIS FTP. It will vary
some -- maybe quite a bit -- if you are using another server.

That requires WRITE to the server directories where the
FTP destination resides.

Reset to what?

What user are you logged on as?

Does your (IIS) FTP server allow only anonymous access
or did you also enable Basic authentication?

Are you logging on with the IUS_machine (anonymous) account
or a specific account -- compare the directory permissions for
THAT account (whichever you use.)
