Setting up IPsec tunnel with 3rd party routers

Hi,
I am trying to set up an IPSec tunnel with a 3rd party gateway device
such as a Linksys / Netgear VPN router. I have followed the
instructions in the following KB and set up the ipsec policy.

I'm not getting the tunnel to work. From the 3rd party device I get an
error which says the payload lengths are unequal during phase 1.
Also I would like to note that I am running SBS 2003 with a 2 NIC
setup and a router. My router supports IPsec passthrough and it's
enabled.
Windows 2003 RAS is also doing NAT since I'm using the 2 NIC setup as
mentioned. ISA is not running.
An assumption I have is that RAS is using IPsec NAT-T while the 3rd
party gateway does not support this. Still, if this is the case, I do
not know what can be done.
Any help with this issue will be greatly appreciated !
