Did you disable anonymous authentication in FTP? You may have it configured
to accept anonymous logon only and the permissions on the folders do not
allow anonymous logon. That may help. Keep in mind that passwords used for
FTP are sent in clear text. The KB link below may help. The Event ID for
logon failure may show username and reason for logon failure which may be
helpful. There is also an IIS security newsgroup where you may want to
