Terminal Services die after security updates

We are running a Windows 2000 Server with terminal services in
administration mode. After Microsoft released several updates earlier in the
week, we've noticed that our Terminal services on this server no longer work
reliably. For example:
1. A user logs into the server via terminal services.
2. The user then logs out.
3. When the user tries to log back in, he is denied. The reason is that the
server has reached its maximum number of users, and no more can be logged in
at this time.
4. No one else can log in, either.
The only way to get around this is to reboot the server. We have tried
uninstalling and reinstalling Terminal services to no avail. Again, this
only started after the MS security updates were applied.
Has anyone else seen this? Any ideas on how to fix it?
