I don't use offline files but if these are domain computers then maybe Group
Policy at the computer or user configuration level is overriding local settings.
If you run gpresult on a domain computer it will display what Group Policies are
applied to it and investigate settings from there. If these are XP Pro computers
try disabling Remote Desktop if enabled . I Know that with Windows 2003 Server
you can not use both at the same time - not 100 percent sure about XP Pro
