When you ran the RRAS setup wizard, did you choose the VPN option? If so,
please stop the RRAS service and then see if you can ping. If you can ping
now, then it is because of the input filters being put on the system from
RRAS.
To reverse this, go into RRAS, right -click on your server and select the
"Disable Routing and Remote Access". Then go back through the wizard and
select "Custom" option in the wizard.
