NIc cards releasing dhcp addresses

I notice that our newest workstations have nic cards which do not power off,
even when the computer itself is off. The result is that addresses assigned
via the DHCP server are being renewed depleting the pool too quickly.

Does anyone know if there is a setting to power off the nics?
