error in logs: domain controller has changed its roll????

i have RRAS running on a 2003 server to act as a dialup ISP for remote
salesman. every time someone connects i get tons of logs regarding the
browser service. usually an election is forced because a master browser was
started (the new connection??) but then i get that an election is forced
because the domain controller changed its roll. now how would that happen
all by itself??
