The best way to do this would be by routing all internet traffic through a
central server or with user based bandwidth logging. I dont know any server
that will monitor usage over a long period of time more than a minute,
however some have built in billing options.
The server that I would recomend is wingate for this situation. You could
assign each department a username which you can then use so when a user
opens IE, it prompts them to login. It goes further than just restricting
users to standard proxy protocols and will support NAT connection sharing.
At the end of the month, you can export csv files into excel and get a
report on how much data has been sent and how much has been recieved for
each department.
You may also be able to get a program installed on each client computer to
monitor internet traffic and then you can collate it at the end of the
month.
