Time Issue

I have the DC at the root of our forest set up to be the
time source for syncing time through the network. My
clients are getting Event id:11, source: w32time daily
which seems that they are not syncing with the NTP
server. Also, the time seems a little behind. On the DC,
I ran NET TIME \\SERVERNAME /SETSNTP:ntp server in our
area. It completed successfully, but time did not
change. I tried another NTP server in our state with same
results, but time is not adjusted. Also, if I run NET
TIME on my ws, it lists the time on an old RS6000 running
AIX. The time on that computer is actually faster than
mine.
Is there a registry edit to make the DC the authoritative
NTP for the domain so if I type NET TIME on a PC it will
list the time of the DC?
I know this should probably be simpler and I am only off 4-
5 minutes, but the boss thinks we are running behind if we
go by our ws clocks.
If anyone can suggest some open NTP servers for central
time zone, that would be good, too. Any suggestions will
be appreciated.
