RRAS breaks browser service

it seems that if i dial in to the server, RRAS acquires an IP address and
that IP address becomes the main IP address of the server for a while. this
causes all kinds of problems on the domain because other dc's cant
synchronize things like the master browse list, time, etc...
i can go in and manually delete the new dns records that are registered with
the rras IP address but there obviously has to be something not configured
properly. any ideas?
