First of all if you disable the computer browser service on
domain controllers, workstations and servers you will have
an empty browse list. At least 1 machine on each subnet
must act as the SMB or segment master browser responsible
for gathering the local list and passing back to the DMB along
with providing a domain wide list at the request of clients.
The PDC role holder acts as the DMB (domain master browser)
responsible for merging the domain wide list. The DMB will
query WINS for 1b entries in order to find all domains on the
network and get their local lists. Browsing across subnets can
be a bit of a pain in the but.. Have a look at the following in order
to get an understanding of how it works:

Don't be mislead by the title. Although it says lmhosts it does
explain the entire process and of course lmhosts are not required.
They are a static solution to WINS.
