Win2k3 server MAC bridge does not forward packets

Hi,
I am setting up a system with two nics that I have bridged together
using the "MAC bridge" feature of Windows Server 2003. A new MAC
bridge device showed up in my network connections, but packets are not
being forwarded from one nic to the other. My OID utility, which does
a get_packet_filter OID shows that the nics are NOT in promiscuous
mode which is surprising. It appears that this configuration is not
really a MAC bridge, but more like an IP router.
So my question is... What do I have to do to get all ethernet
packets (all protocols) forwarded from one port to another.
any help would be appreciated...
