Domain Migration: Can not find domain controller



I have two domain that I want to migrate into one. My goal is to use
Active Directory Migration Tool in the migration process. Before I
can use the tool, I am trying to create a trust between the two
domains and failing when attempting to validate.

I have Domain A and Domain B. For each environment I have add
secondary forward/reverse look up zones within DNS. Even before
attempting to create the trust, I can ping opposite side DCs by FQDN.
I knew I had a problem creating the trust from Domain A which I
couldn't create a trust with Domain B. From Domain B, I could create
a trust and validate the trust. Unfortunately I could not validate
the trust from Domain A. This is also happening when attempting a
trust to another Domain, which the trust can not be validated to
domain B. The error I get is "Can not find the domain controller of
Domain B".

One thing I should mention is that when creating Domain B, the subnet
was 192.168.31.x. Due to IP conflicts, it was change to
192.168.231.x. All I will change the IPs of the DCs and any group
policies that passed the DNS IPs.

Most of the articles point to DNS as the cause, which I am not
completely think is the cause. Mainly cause I can ping by FQDN from
other domain. I have even demoted/promoted Domain C DCs since the IP
was different when the enviroment was created.

At this point I am stumped. I do not want to manually do the task
since the migration tool eliminates a lot of the tedious tasks. Plus
this is also a good learning experience since I have never come across
this before.
