Thank you for your post.
Please note, SBS domain only supports no more than 75 user or device
licenses that access the server that is running SBS. Even if you add a new
Windows Server 2008 domain controller, it will not enable you connect more
than 75 users.
I have read the link you provided. Yes, Small Business Server 2003 R2
Transition Pack product is specially designed to address the growing needs
of small businesses. The SBS 2003 R2 Transition Pack allows you to easily
move up to the standard line of Microsoft server products, while protecting
your initial investment in SBS 2003 R2. On the other hand, it provides more
feasible and compatible licensing policy to satisfy the different
customers' demands.
However, there is no Transition Pack as well as documents available
regarding how to upgrade from SBS 2003 domain currently.
As SBS is an individual product, which is individual from Windows server
products, I strongly recommend you post a new thread in the following SBS
newsgroup if you don't think migration is an ideal resolution.
