Thank you for your post.

According to your description, my understanding is that: You are planning
to migrate user accounts, groups and mailboxes from source Windows Server
2003 domain to target Windows Server 2003 domain. The ADMT box is in target
domain and the Admin account of source domain has been added to the local
Admin groups on ADMT box, also permissions to access the user accounts and
groups of target domain are delegated to Admin account of source domain.
When ADMT migration is performed, you got error 7816 and error 7301. If
there is any misunderstanding, please let me know.

Analysis
==================

After some research, I find that this issue might be caused by the
following reason: The TcpipClientSupport registry is set incorrectly on the
PDC Emulator or the DC which ADMT is pointed to in source domain. Also, if
source domain Admin account is not correctly added to administrators group
in target domain, the same issue would occur.

Suggestion
==================

Please check TcpipClientSupport registry is set incorrectly on the PDC
Emulator or the DC which ADMT is pointed to in source domain. To do this:

1. Please Added the following registry key to the Source Domain Controller
that ADMT was pointed to:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\LSA
DWORD: TCIPClientSupport = 1

2. Reboot the Domain Controller.

3. We were able to successfully Migrate the user account.

If this DC is not PDC Emulator in source domain, please repeat the above
steps on the PDC Emulator in source domain. After that, please check
whether the migration works.

If not, please try to add target domains account to the source domains
administrators group and have another test. Please let me know the result
when you finish the test.
