Based on the experience, here is some information which may be helpful for
you.
Suggestions:

Since you want to migrate 1800 clients to Windows XP, that will be a big
project. To reduce the end users' workload, I would like to suggest you
that use the "Files and Settings Transfer Wizard" which is a built-in
system tool in Windows XP to migrate all the specific settings and folders.
Here is a checklist just for your reference:
1. Hardware drive for Windows XP
2. Compatibility of the installed software
3. The user profile settings (by default, the user profile exists in the
path of C:\Documents and Settings\%username%)
4. Critical Data (ex. Outlook .PST file and other key data to the business
continuous)
