Hello Aaron,I assume that in a VM should be sufficient?
Thank you for your post. I will be assisting you on this issue.
Yes, there should be no problem when you do this. However, I would like to
suggest not doing this unless you have got RTM version of Windows Server
2008, as build-to-build upgrade for pre-release versions of Windows Server
2008 is not supported.
Besides, there are some prerequisites and limitations when you perform the
upgrading. I just list the brief information for your reference.
Prerequisites:
============
1. Test your applications.
Is there any way to specifically check this? When you say software, are you referring to drivers?
2. Ensure that all x64 kernel-mode software is signed.
Will I run into problems if i uprade a server that is a DC/GC and then have to go back to a backup of Windows 2003 R2? I ask this question because I assume that the Windows Server 2008 upgrade installer does an update to the Active Directory and I'm wondering if this would cause any problems if I had to restore a server to its previous state?
3. Back up your servers.
Same question as in #3...
4. Be aware that you cannot uninstall Windows Server 2008.
Is there an application compatibility list that you can direct me to on Microsoft's website?
5. Ensure that your applications are compatible.
Limitations:
===========
1. You cannot upgrade to a version of the operating system that has fewer
features than the operating system you are currently running. For example,
you can only upgrade Windows Server 2003 Datacenter Edition to Windows
Server 2008 Datacenter Edition.
2. The Windows Server 2003 for Itanium-based Systems operating systems and
Windows Server 2003 Web Edition operating systems cannot be upgraded. If
you have these editions, you must perform a clean install and migrate the
data from these computers to the new operating system.
3. Upgrading is supported from x86-based and x64-based computers, but
cross-architecture upgrades are not supported. For example, you cannot
upgrade from an x86-based computer to an x64-based computer, even if the
server you are upgrading is x64-capable.
4. Cross-language upgrades are not supported.
5. You cannot upgrade the failover clusters from Windows Server 2003 to
Windows Server 2008. Before upgrading, you must uninstall failover
clustering. For more information, refer to article 935197 in the Microsoft
Knowledge Base (http://go.microsoft.com/fwlink/?LinkId=110946 ).
6. Upgrading from Windows Server 2003 to a Server Core installation of
Windows Server 2008 is not supported.

I hope this helps. If you have any other questions or concerns, please feel
free to let me know.
Thank you and have a nice day!

George Yin
