From your description, I understand that you attempt to migrate all user
accounts between Windows Server R2 in a workgroup environment. If there is
any misunderstanding, please feel free to let me know.

Typically speaking, USMT cannot be used to migrate user accounts. Also, it
should be used in a domain environment, because the connectivity to a
domain controller of migrated user is required by the "Loadstate" to
determine the SID of the destination profile. More information about it,

Moreover, there is no Microsoft tool to migrate users between two workgroup
computers.

Here, I would like to share with you an alternative workaround for your
reference.

You can manfully recreate these user accounts on your new server according
to the old server. If there is numerous user accounts that need to be
added, we can consider using "Addusers.exe" to perform this task. About how
