ADMT v3 Error

I am trying to perform a test group migration using ADMT v3 and am
receiving the following error in the log file:

"ERR3:7585 The account replicator is unable to continue. Access is
denied."

I have seen other posts with the same error, but none os the solutions
really apply.

Backround:
Setting up ADMT v3 to use for an interforest migration. Source domain
is Windows 2003 (Windows 2000 Native Mode), target domain is Windows
2003 (Windows 2003 Mode).

Both of these domains are child domains of their respective forest
root domain.

Created a two-way external trust between the child domains. Verified
the trust successfully from each DC in both domains. Should I have
created a Forest Trust instead? I would have to up the level of the
source forest/domain first.

The migration account I am using is a member of:
Domain Admins group in source domain
Administrators group in target domain
Local Administrators group on the ADMT (member) server in target
domain. Should it be installed on a DC?

The account has also been delegated Full Control at the domain level
in the target domain.

Anyone have any ideas?

Thanks.
