I'm working on migrating 3 W2k3 domains into 1 w2k3 domain. Target
domain password policy is currently set to default - when migrating
users, the passwords are migrated but the users are forced to change
their password on first logon - the client doesn't want to force the
passwords to do this. Is there a way to command line ADMT 3 to do
this? I'm looking at the command line parameters and I don't see any
option like this. Complex passwords are enforced on the source, but
not the target. (yet)

I have never found a way to do this using admtv3. My solution was to follow
up user migration with a dsquery / dsmod -mustchpwd no
