Printmig.exe not restoring TCP ports on Windows 2003

I am trying to migrate a print server from NT 4.0 Server to 2003
Server (SP1). I downloaded printmig.exe from Microsoft and ran it to
create the backup cab file. When I do the restore on the 2003 server,
all the printers show up but they all say "offline" and when I look at
the ports tab, there are no TCP ports created.

I did a test on XP with the same cab file. When I do the restore on
XP, all the printers are restored correctly, along with the TCP
ports.

Any ideas?
