Hi Gordon,
Using ADMT means you want to perform a AD domain restructure. Means you
have to create a new domain and migrate all objects in old domain to the
new one. Check following article for more information:

Regarding the second option: Join the server into domain and promote to DC.
I think it is a good idea and easy way. The recommened steps described in

Hello,
Im in the process of planning an upgrade. Currently we have a win2000
server which is our domain controller, DFS server, and exchange server
(bad idea i know). This is to be replaced with a new server running
exchange2003 and windows2003.
I have been given the job of the upgrade. So far Ive done some research
into using ADMT to move users etc and then use exchange migration tool.
The DFS isnt a big worry (yet).
The bit im stuck with is that there are other domain controllers in the
network (another bad idea). I want to keep the current domain
controller name but i dont think this is possible with ADMT. Im worried
that if the primary domain controller's name changes things are going
to break.
I had a second plan, that was to join the new server to the domain and
replicate everything. Then bump the old server off. Im not sure if this
would work thou.
Any help would be appreciated. If ADMT is the way to go then please let
me know. I dont mind doing the research but i just want to make sure im
looking in the right direction.
