no antivirus sofware is installed on the server yet, so i cna't do that
part, it has windows firewall enabled, will try diabling that too.

I woud like to suggest you attempt to perform the following steps.
1. Please uninstall all the antivirus/firewall software temporarily and
check the issue since these software could block some ports for using.
2. As a workaround we tried disabling SMB Direct Hosting by setting
SMBDeviceEnabled = 0 in
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NetBT\Parameters
