As to the first question I suggest you use DHCP server assign IP (DNS)
Address automatically to clients in the domain.

As to the second question we do not provide such tool to migrate local user
accounts. I suggest you use MSVR-Migrator to migrate local user accounts.
You may refer to the following information.

| We preparing to migration and I have a cup of questions.
| When AD will be installed we need to move users accounts from a local
