PES service missing ?



I've installed the pwdmig.exe from the 2003 SP1 media successfully on a
2000 DC with all roles, but after rebooting there is no Paswword Export
Server service to start.

I'm in the lab testing now, so I just proceeded on moving (interforest),
groups, users, one workstation and one member server. Everything else is
working fine, but I can't seem to get the password export service to appear
in the source DC service list.

I tried a full PES remove, reboot, re-install. Same thing. Also tried using
the pwdmig.exe from the ADMTv3 install with the same result.

What am I missing or where else should I start looking?
