currently NT4, 1 Server. Want to add a 2003 server& upgrade NT4 to

I have an NT4 server with 28 users. It's a PDC and it's primary function is
hosting an intranet web site used for project management. It's also a file
and printer server.

My desired end result is to have 2 2003 servers, but I'm undecided on the
best path.

I'm thinking of adding the new 2003 server to the domain as a member server
then setting up the website there in a test environment. It would also do
dhcp and dns. This would allow users to bang away on the test project
management intranet site to find bugs before the other goes away. Once we
decide to go live with the intranet on the 2003 server I would like to
upgrade the NT4 box to 2003, and then have the 2003 become a bdc (if that's
possible).

My partner feels we should upgrade the NT4 box to 2003 and then add the
second 2003 server.
