Thanks for update!

The root isuse could be caused by some other potential factors. Acctually,
you are correct that you may want to use the account with Domain Admins
privilege to run ADPROMO. Domain Admins group is a member of local
Administrators group by default when the server is joined into the domain
as a member server.
