Hello Franc,
Good to hear from you.
According to the message, I understand that you want to migrate a mixed
environment (NT and NDS) to win2k3 domain. Is this correct?
I assume you prefer to upgrade your original NT domain to win2k3 domain,
since you mentioned upgrade your PDC to win2k3 DC. Your concern seems to be
the permissions in NDS.
At this time, I would like to suggest that we use the following steps to
achieve your goal.
1. Migrate NDS to NT domain.
Please use NWConv.exe to migrate the Novell user accounts and file
resources to NT domain.

2. Upgrade your NT domain to win2k3 domain.
There are many related posts in the newsgroup regarding this common
scenario.
The following articles are for your reference.

Generally speaking, we recommend that you migrate NDS to NT first to have a
single NT domain environment. In addition, please take a look at the post
in the newsgroup titled "Combination of MSDSS & ADMT?". The post is also
regarding the mixed environment. You may find it helpful.
Hope this helps. If you have any concern, please feel free to let me know.
Best regards,
Frances He
