I understand that you want to learn more about the migration of a domain.
Is this correct? I will give you some general idea about migration. You may
also check the posts in the newsgroup to get more information.
As for the steps, please check the following answers.
Step 1. Set up a new win2k3 domain.

No. PDC is used in NT4 domain. In AD domain, we only have PDC Emulator,
this is an FSMO role which is held by one DC.
When I refer to a new win2k3 domain, I mean we set up a win2k3 member
server (this member server has nothing to do with the original NT4 domain)
and promote it to be the first DC in the win2k3 domain.
Step 2. Create two-way trusts.

Step 4. A new win2k3 domain.

My expression may lead to misunderstanding. I mean by using migration
method, we have a new win2k3 domain, and the NT4 domain still exists. The
new win2k3 domain should be ready in the 1st step.
We use ADMT to perform migration. Please check the following articles to
have more idea about the tool.

As for your questions regarding migration method, please check the answers
below.
1. In any event, with this "migration" approach, the new win2k domain will
have a name that is different from the original NT4 domain name, right?
A: Yes. The new win2k domain will have a different domain name because it
is a new domain.
2. Is this an issue for the workstations because they will end up with new
profiles if they log on to a new/different domain? Isn't that the case?
A: No, there will be no issue. We can use ADMT Computer Migration Wizard to
migrate computers from the NT4 domain to the win2k domain. In the wizard,
we can choose to migrate user profiles. There is no need to manually change
the domain name of the computers.
3. Would the above "migration" approach do that?
A: Please view some of the posts in the newsgroup and you will find the
answer. I would like to suggest that you set up a lab environment and test
ADMT to make sure.
