I understand that you want to reinstall Win2k3 server and now your concerns
are how to backup all local users and directory permissions. If I have
misunderstood your concern, please feel free to let me know.

According to your requirement and my experience, you can use the following
methods to backup local users and directory permissions:

For backup local users, I found a third-party tool called MSVR-Migrator can
achieve the goal:

Winzero MSVR-Migrator makes it simple to seamlessly migrate local users,
passwords, local groups, folders and shares from Windows member server to
member server while keeping security and rights intact. You can refer to
the following website:

For NTFS permissions, we can use the Windows Server 2003 Resource Kit tool
robocopy.exe with the "/SEC" switch to copy the folders with their NTFS
permissions.

Give a robocopy example here:
Robocopy source destination [file [file]¡­]

Source: Source Directory <drive:\path or \\server\share\path>.
Destination: Destination Dir <drive:\path or \\server\share\path>.
File: File<s> to copy <names/wildcards: default is "*.*">.
