Win NT to Win2k3 Upgrade

I have recently upgraded out network from NT4 to Win2k3. The NT Domain
Controller (DC) is a old P1 machine and is inadequate for Win2k3S. I
installed it on a P4 machine and disconnected the NT4 DC from the network.
Entered computers and users on Win2k3 machine.
The Win2k Pro machine does not see the new Win2k3 PDC and defaults to local
profile on hdd, no shares work and there's no authentication for these win2k
machines.
All the pc's have static ip's and a gateway and our ISP's dns servers
settings is used as I connect through dedicated line to our sister company's
proxy.
Why cant the Win2k machine's see the new PDC?
