Differnet language domain controllers in single domain

Hi,
We are planning to create single windows 2003 domain for EMEA region.Placing
DCs in each country.
In countries like Germany, France etc. NT servers are in regional language
(even users etc ).

We have few challanges..our support personals does not know regional
languages (German, French etc..), but the user creation is done by the
regional helpdesk staff who does know english.

What is the recommanded method of doing this?

Can we install the DCs in English language and then migrate the regional
users (German etc) accounts, groups into that. Will helpdesk people will able
to create/modify the accounts in domian. Will this create any issues ?
