promoted Windows 2000 to 2003 Domain Controllers missing policies

I’ve got a number of machines (I deliver training) with a Windows 2000
(native mode) domain – single domain – with a number of member servers.

When some of the domain controllers are updated from Windows 2000 to 2003,
the upgrade proceeds without a problem (using the /forestprep and
/domainprep), but some of the group policies (specifically the Remote
Assistance policy) is not visible in the default domain policy.

It only happens to about 5% of the people.

Any ideas? Does SP1 fix this?
