According to my research, I would like to provide you with the following
information for your reference:
It could be the cause that I include below:
PROBLEM: Internet Connection Sharing is not working on Windows 2003
Server. Client machines cannot access Internet.
CAUSE: Windows 2003 Server was configured with ICS and DHCP service
installed. DHCP service was never configured.
RESOLUTION: Removed DHCP service from this server. This allowed the ICS
service to supply DHCP addresses to internal clients.
