The answer is as the following:
-But why does it happen?
-It could not work due to SID and file permissions. The most important
thing we need to pay attention to the NTFS permissions and Share
permissions of the shares. Simply copying the files using "Ctrl + C" and
"Ctrl + V" cannot reserve the share settings and the permissions. FSMT is
the correct suggestion in this scenario.

Additional Suggestions:

1. Please perform a complete backup for the existing file server before we
run the FSMT wizard.
2. To smoothly perform the migration, I would like to suggest that you
create a test share folder with some subfolders\files on one Windows Server
2003 system and then use the FSMT utility to migrate it to another server.
We can test the steps and get familiar with the FSMT tool and avoid
possible issues during the migration in the production environment.
3. It is recommended to run the FSMT from the target server.
