Bob is out of office now and I would like jump in to discuss this issue.

What kind migration you are using? Do you encounter the error addressed in
the folloiwng KB:
232070 "Access Denied" During Domain Controller Promotion
http://support.microsoft.com/?id=232070

Please let me know the detailed steps you have performed and take a screen
shot of the error message, send it to v-rebc@micrsoft.com for research.

In addition, if you create the two ways trust between two domains, have you
add win2k domain admin to win2k3 domain admin group, also add win2k3 domain
admin to win2k domain admin group?

If you use ADMT, please refer to the following article to migrate win2k to
win2k3:
