Correct, ADMT cannot migrate user profile and accounts from workstation to
workstation.
You can also use USMT to migrate user profiles, however, not including the
user account with the password. About FSMT, please refer to the following
link:

About migrate the user account and the password in workgroup environment,
unfortunately, there is no offical tool to achieve this goal. Officially,
we suggest you use the built-in NT backup utility to backup the original
system and restore to the new machine. However, this process will go
smothly when the old and new machine has the similar hardware.
In addition, I have heard a third-party tool migte can do this. You can
contact them for more information:
