Question about CAls

hi all,
I am migrating from NT to 2003.
But before doing that,
I have some concerns about CALs.
The Server software comes with 5 CALs.
For more devices I would need more CALs.
My question is what happens if we have less CALs and more devices.
Does the domain contoller (server 2003) does not authenticitate the
users (hence do not allow to log on to the domain). Or is it just a
legal issue and good to have.
