Hmmm. Transfer files: Permission vs security

I copied all the subdirectories over
I shared all the subdirectories giving permissions to
the appropritate group
I remapped everyone's mappings from the old to the new

I could access everything, my users (non administrators)
couldn't save files...and had read only rights...????!!!!

I noticed on the server all the subdirectories were
marked "read only" - I unchecked the box, watched
it "update" all the subfolders - and noticed that the
boxes were still checked read only and my users still
couldn't save things
I tweeked the security setting of each subdirectory and
my users could now save things.

I also noticed that home users could see everyone elses
stuff.

So, Two questions:
1. After copying, what should have been my next steps
to "share" the work folders
2. How should home folders be set up.
