Windows 9X clients can change password in Windows 2003 PDC Emulator

I;m sorry, the problem, now, is worst than ever!
After several tests:

The duplicate name problem does not occur anymore, and the problem is
here...
If my PDC Emul is Windows 2000, OK, Win98 can change passwd and Login
If my PDC Emul is Windows 2003, ERROR changing password and doing LOGINS!!!
WITH DSCLient installed (DSCLIENT9X.MSI + IE 6.01 SP1 + MS INSTALLER 2)
I changed PDC emul from/to 2000/2003 several times and the result is the
same.
In this message, a NETDIAG.LOG of the servers (see below)
I've desinstalled the WINS Server of the Windows 2000 and now, only the WINS
server of WIN2003 is active. and all DC records are OK (The 1C record, shows
the IP address of the 2000 and 2003 DCs)

The project expected result is remove Win2000 from the network, but if i
change PDC emul to win2003 the logins and change passwd does not work.
Clients XP are OK.

======= THE OLD PROBLEM ======================
The problem
All my clients are Windows 98 and NONE of then are beeing able to change
password at first login. (Old/not changed passwords in logins, are OK).

In one Win98 with IE6SP1 i've installed MSI 2.0 and DSCLIENT9X.MSI and even
that way, the change pass is not working. (The solution for now, is to
create users without force to change passwd on the system).

The environment
Ive upgraded my Windows 2000 Domain to Windows Server 2003
My 1st DC ATHENS (Windows 2000 + DNS STD + WINS) and my 2nd DC GREEK
(Windows Server 2003 + DNS STD + WINS) are OK, now (i hope)

I've transfered FSMO Roles (confirmed by NTDSUTIL, REPLMON and NETDIAG)
I'v configured a GC on Windows 2003
The DNS, WINS and AD replication are OK (Windows 2003 is Primary DNS+WINS
for clients)
The security configs of WIndows 2003 are not active, because a Win2000
Upgrade was made .(NTLM, SMB, Pass Complexity, Pass size and other stuff,
are not active)

My clientes are fixed IP (i can't use DHCP, and i would not like to change
every cliente to the new IP of the New DC). After the upgrade, i've inverted
the IP Address of the DCs, and updated DNS, WINS and every componente
bounded to IP Added in the network.

AD Replication, DNS, WINS are 100%
Restric Anonymous, OK
