Here're the answers.

Q1. In the meantime, what needs to happen when I connect the new 2003 to
the network for the first time. In other words, when I turn it on what do I
need to configure and in what order?

A1: First of all, you need to run forest prepar and domain prepare on 2000
DC. In doing so, the AD Schema will support you to install additional 2k3
DC.
Then, install 2k3 computer and dcpromo it as the additional DC.

Q2: I'm confused about adprep/forestprep and adprep/domainprep. Do I need
to do this first and when would I enable functional levels? How do I make
the 2003 the master dc (in other words, how do I set it to run dhcp and
dns? or just make it a dc that replicates so that when I turn off the 2000
my network is functional.)

A2: The Forest prepare should be run on the schema master DC. The domain
prepare should be run on all domain controllers.

If all DCs are 2000 computers, the function level should be configured to
"2000 native".

After Windows Server 2003 DC is joined to Windows 2000 Domain, transfer
FSMO, Global Catalog to the Windows Server 2003.

You can simply replicate DNS infomation from the original 2000 computer.

Then, you can use the partition magic to enlarge partition C and upgrade to
Windows Server 2003.

Note: Always backup DCs before performing any critical operations!!!
