Hello,
It is not necessary for you to move all of your NT Local Domain groups to
Global Domain groups,
If you use upgrade method to upgrade your child domain to 2k3, there is no
any impact.
if you want to migreate your child domain to 2k3, please use ADMT to
migrate the groups and other ojects. The permission will be remained.

If there is any particular reason for you to move all of your NT Local
