NT4 to 2003 server loses keyboard and mouse

I am trying to upgrade a Windows NT 4 PDC to Windows Server 2003. The
upgrade completes, but there is no mouse or keyboard. I have tried different
mice and keyboards. This also happens if I upgrade to Windows 2000 Server.
The server is:

IBM Netfinity 7100
Standard PS/2 keyboard and mouse
Hardware RAID 5 array

The server also functions as a WINS server, a DHCP server, and a File
server, so an in place upgrade is the better option for me. Thanks for any
help.
