Is your user account in the administrators group also in the Guests and
Domain Guests group? If so, please remove membership of Guest and Domain
Guest groups.
 
If the problem still persists, please add the LOCAL SERVICE account to the
permissions of the following registry key with Read - Allow permissions on
both DC

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SecurePipeServers\winreg

Reboot DC and try again.
