Thank you for your update.
To the first question:
Yes, the Operations Container is supposed to be there. It is used to store
some configuration operations.
To the second question:
I suggest you force a replication by repadmin command line below:
repadmin /replicate Destination_DC_LIST Source_DC_NAME /force /full
Check if the ForestUpgrade Container is replicated this time.
>From my test environment, it is replicated correctly.
