    Here is an update to my last posted comment.

    We rebuilt the lab environment from tape backup of our production
    environment. In our forest root we have three domain controllers in
    production, however, in our lab environment, we built only two domain
    controllers. Using ADSIEdit and other tools, we removed the third
    domain controller from Active Directory. After waiting for
    replication to take place so that the other domain controller has the
    updated AD information, we ran ForestPrep on the Schema Operations
    master in the root domain. Using ADSIEdit, we were able to verify
    that the CN=ForestUpdates, CN=Windows2003Update containers have been
    created under the CN=Configuration container. However, there is also
    an additional folder that was created named CN=Operations which has 37
    containers (named CN={numbers and letters}) at the same level as the
    CN=Windows2003Update container. I'm not sure if this is supposed to
    be created and whether or not this is in part causing some problems
    for us in our lab. Also, we're having replication problems so that
    our other domain controller is not receiving the ForestPrep updates.
    We've check replication and it seems to work fine. We've even
    manually re-created the replication ring between the two domain
    controllers. We tested this by created "bogus" containers using
    ADSIEdit to see if it would replicate over, and its been successful,
    but the ForestPrep containers won't replicate.

    I've also checked the Event Logs and ADPrep logs and both show no
    unusual errors or warnings with the domain controllers or ForestPrep.

    Questions:

    1. Is the CN=Operations container (and its sub-containers) supposed
    to be created with ForestPrep? If not, do you know how or why this
    container was created after running ForestPrep?

    2. What could cause the ForestPrep containers to NOT replicate to the
    other domain controller? Replication seems to be working fine with
    other objects. How can we resolve or troubleshoot this issue? We've
    verified replication with ReplMon and Repadmin and both tools show
    successful replication with other objects. Could this be caused by
    the Spanning Tree algorithm trying to rebuild the replication ring and
    just needs time to complete?
