That makes a little more sense--you really have an IIS issue (maybe)
rather than an ordinary NT domain that you are trying to upgrade.

[I take it you don't have 600 machines, just 600 user accounts for
web users.]

You can export the LIST of NT4 users (not really the accounts)
and use that to build a script with something like "net user" or one of
the other tools in the Admin Tools or Reskit to import to the server.

Where did you get this idea? It certainly isn't a technical impossibility
as the
machine on which I am typing is both a Win2003 DC and an IIS 6.0 web server
(internally use only), and this capability is even needed for things like
Enterprise
Certificate Servers.
