Impersonation Level Errors

Whenever we try to look at the dial-in properties of a
user, or look at the WINS service, we are getting an
error of "Either a required impersonation level was not
provided, or the provided impersonation level is
invalid". We are also getting this on our exchange 5.5
server that is running on a 2000 server machine. All of
the users have the correct permission's, I have even
checked the group policy.
