unable to install windows installer 3.1 in windows server 2008

Hi,
I installed Domain controller in windows 2008 server, after that I
uninstall the domain now when I try to install installer 3.1. it show
the error message that ?not enough server storage is available to
process this command?. But I can able to install all other application.
I also check for IRPStackSize and pool size is also to 0. I don?t know
what stop me to install it
